When the 47 year old King of all times, liquor baron
and tycoon Dr. Vijay Mallya 47, Hon'ble Member of
Parliament (Rajya Sabha) Janata Party, and Chairman of
the United Breweries Group for 20 years poured out his
"VISION FOR GOA" at an over an hour delayed function
held at the Our Lady of Grace Church Hall, on Mothers
Day, 11 May,2003 at 12.00 p.m.none realised that it
was a precussor to the launching of the Janata Party
at the Goa Marriotts Resort Miramar Panaji- Goa at
2.00 p.m. on same day 11.May 2003 Mothers Day

Dr Mallya dealt on the VISION 2020 as conceptualized
by Dr A. P.J Abdul Kalam President of India with whom
he had a tete a tete a day before but wondered how
this could be achieved by the over 73 % senior
Parliamentarians who indulge in palace politics and
were well beyond the age of 60 years but would not be
there to see the fruits of "Vision by 2020".

Dr. Mallya does not believe that age and experience
proves ones ABILITY and that youth and inexperience is
a DISABILITY. Citing his own role in steering the UB
Group to a major coglommerate when he was just 27
years following the untimely death of his beloved
father, and now competing with several brands world
over, under his stewardship for twenty years as its
Chairman.

Dr Mallya said many were skeptical "what could this
playboy do? were the questions on the lips of everyone
yet he proved his detractors wrong. He had been
witness to the licence raj, the Inspectors Raj, the
raid raj, now the globalisation era. The caste ridden
politics, the SC ST syndrome of reservations the
viscious circle of politicians who continue
unchallenged in politics for several terms.

He admitted that he had his share of ups and downs but
that was the in thing that led to his success. He
believes in " I AM WHAT I AM " .

Dr Mallya idolizes the Mahatma who was today a world
icon. "Time has not stood still " he said yet the
values of non violence are cherished world over as the
need for settling all strife and peace and harmony in
the world.

When chided by politicians and others that Dr. Mallya
only drinks he admitted he did drink beer and would
continue to do so but he was honest about this unlike
the politicians who wear sheeps clothes but are worst
then tigers. When questioned by Ms Auda Viegas Margao
Municpal Ward XEV Councillor winner of State Award
for women activities and President of NGO Bailancho
Ekvott what was his stand on the Reservation of Women
issue hanging in Parliament. Dr Mallya chose to
answer the question by asking " How could the same
politicians who seek the votes of women now oppose
reservation for women" ?. As the lone member of
Parliament of his Janata party he had supported the
womens reservation Bill and was bold enough to say so
to his constituents.

Though he admitted that he was wooed by national
parties like the right wing Hindu fundamentalist party
the Bharatiya Janata Party, and the over century old
Indian National Congress he shunned suich offers in
favour of the Janata Party .

He had however aword of praise for former Prime
Minister late Rajiv Gandhi who lowered the voting age
to eighteen years so that the youth could develop a
scientific temper and indulge in nation building.

Ofcourse he strongly believes that there is a strong
need to change the mind sets of our senior
politicians.
Why should they not retire at 58 years when they
decide that the government servants should do so. The
reigns of power should be handled to young minds. The
vision 2020 could only beachieved by them he believes.

He believes that corruption nepotism had no place the
language of caste and politics must change for the
knowledge worker of tommorrow was least interested in
these trivial matters that held back India from being
a vibrant dynamic nation.

The status quoists are responsible for this state of
affairs> Hence the lethargy has set in the youth. Why
should we vote? What use is it? will the system change
when the old foggies continue oin power ? these are
the uppermost questions in the minds of our youth.

grips with this ground realities and things will

seventies when he came to Goa his parents discovered
that their " kul devta " was at Mardol. He has his
abode at Candolim in Bardez North Goa and its just

this eye sore and a threat to environment was not

When one of the members of the audience one Mr Melson
F. M. Louis an Electrical officer of Shipping
Corporation of India and member of the Regd NGO based
in Margao with jurisdiction over the South Goa
Parliamentary Constituency viz the SOUTH GOA PUBLIC
INTEREST ACTION GROUP questioned him what efforts his
Party would make to see it removed he said being an
eyesore he would do all what is best to remove the
same .

Over another issue raised by the same member over the
continued taxation of incomes of sea farers on
Indian ships despite the Tandon Committee report
suggesting to the contrary Dr. Mallya promised to
broach this issue with the Union Minister for Shipping
Mr. Shatrughan Sinha in a day or two.

He said that it does not require wisom to announce tax
holidays for setting up industries, what is necessary
is accountability. The farmers if given quality
continuous power and the officers made accountable for
the transmission and distibution costs there would be
no need to announce waivers they would willingly pay
the price. Similarly if innovative methods were
introduced in farming technologies there would be
greater produce per acreage and there would be no need

to provdide subsidies. Therefore what was needed was
not subsidies but accountability, which was lacking
and the political will not bothering to safequard
whether one would fall in a hole by such decisions.

About his VISION FOR GOA he belived in a ten point
agenda. Dr Mallya believes that Goa is an unique place
he is in love with it and that is why he chose the
launch of his party today in Goa.

The Mother has an emotive hold over its child even
when it is detached from the uimbilical chord and
hence he believed that Mothers Day 11 May was
judiciously chosen for this big event.

He promised to fight the oncoming elections in a big
way and although he is already a MP RS he may contest
the elections to the State Legislative Assembly as
well.

To see to the political logistics and intricacies of
his Janata Party interests in the State he had chosen
Prof. Surendra Sirsat of the ex- political
Maharashtrawadi Gomantak Party . Dr Mallya admitted
that from the persons available to steer his party all
were unanimous in the choice of Prof Sirsat.

When one of the speakers Dr. Hubert Gomes questioned
the choice of Prof Sirsat, considering the fact that
Dr. Mallya himself admitted that he was against 13
Chief Ministers in twelve years and defectors and that
Dr. Sirsat was himself a defector. Dr Mallya admitted
that this would send wrong signals to the rank and
file who he expected to join the Party. Yet he
believed that in the given situation Prof Sirsat being
an acclaimed educationist and has the interests of
youth and above all knowing the nitty gritty caste and
politcal compulsions in the State his choice was
restricted and there would be no going back on it.

He however assured that in his Janata Party corruption
nepotism and favouritism will be dealt with a heavy
hand and who would like to mince no words on this
score.

Dr. Mallya admitted that one of the reason for
excellence of his home state Karnataka Bangalore as
the scientific centre of the country is because most
of the scientific institutions in the country was
located in Bangalore . He however admitted that the
state should have a vision and quoted the case of
Andhra Pradesh Dr Chandrababu Naidu who mangaged to
earn the name of Cyberabad and even succeed to woo
Bill Gates to make his investments in the State.

All the world leaders today are in the their youth he
cited the case of ex President Bill Clinton who became
President of United States of America at the age of
45.

Dr Mallya spoke of
a) job oriented education and training for the youth
of Goa
b) instead of opening several parks and not knowing
what goes on he prefered to have quality centres for
such -purposes
c) youth forums would be built in various villages to
help in developmental activiities and where they could
partake in the socio-economic development of the State
e) the political establichment was more interested in
macromanagement doing little or nothing about micro
management this has alienated a large segement of
people
f) there is a need to up grade the state environmental
and quality standards to international standards
g) the tourism of seventies were referred as of the
hippie culture they came in droves but did not provide
the income to the state, today they come in chartered
flights and they spend only about 500 US$ why do we go
out to woo such tourists when Indians cannot hope to
go outside with this amount. The State Tourism
Directorate dishes out figures of number of tourists
foreign and domestic inflow in the state each year
performing better but they are unable to tell how much
earnings that the state receives. Hence we should
upgrade the tourist standards.
h) on the abuse of drug he quoted the case of
Singapore which announces during inflight that drug
abuse attracts Death Penalty Of course he would not
advocate death penalty but until there is a deterrent
the fear of God would not set in these abusers.


On the language issue Dr Mallya felt that this should
be given a go bye it is only the old politicians who
have an emotive value for the language that force this
liguistic divide for their own ulterior motives.

Dr Mallya quoted his own case where he could speak
eight languages and that made it easy for him to
travel the country. Dr, Mallya quoted an intance
where he told the teachers at a recent gathering of
College teachers at Carmel College in Nuvem Salcete
Goa that it was not sufficient that what was thought
is restricted to the text books but what was
immportant is that beyond this the child should
develop a scientific temper a sense of reasoning this
would result in quality youth and future citizens.

On his arrival Dr. Vijay Mallya was presented a
bouquet on behalf of the SOUTH GOA PUBLIC INTEREST
ACTION GROUP by its member and Representative overseas
Melson F. M Louis. The President of the Grace Youth
Centre delivered the vote of thanks Mr. Hillary
D,Souza and Sam Tavares co-ordinated the function.

g) the tourism of seventies were referred as of the
hippie culture they came in droves but did not provide
the income to the state, today they come in chartered
flights and they spend only about 500 US$ why do we go
out to woo such tourists when Indians cannot hope to
go outside with this amount. The State Tourism
Directorate dishes out figures of number of tourists
foreign and domestic inflow in the state each year
performing better but they are unable to tell how much
earnings that the state receives. Hence we should
upgrade the tourist standards.

Singapore which announces during inflight that drug
abuse attracts Death Penalty Of course he would not
advocate death penalty but until there is a deterrent
the fear of God would not set in these abusers.

Dr Mallya dealt on the VISION 2020 as conceptualized
by Dr A. P.J Abdul Kalam President of India with whom
he had a tete a tete a day before but wondered how
this could be achieved by the over 73 % senior
Parliamentarians who indulge in palace politics and
were well beyond the age of 60 years but would not be
there to see the fruits of "Vision by 2020".

Dr. Mallya does not believe that age and experience
proves ones ABILITY and that youth and inexperience is
a DISABILITY. Citing his own role in steering the UB
Group to a major coglommerate when he was just 27
years following the untimely death of his beloved
father, and now competing with several brands world
over, under his stewardship for twenty years as its
Chairman.

Dr Mallya said many were skeptical "what could this
playboy do? were the questions on the lips of everyone
yet he proved his detractors wrong. He had been
witness to the licence raj, the Inspectors Raj, the
raid raj, now the globalisation era. The caste ridden
politics, the SC ST syndrome of reservations the
viscious circle of politicians who continue
unchallenged in politics for several terms.

He admitted that he had his share of ups and downs but
that was the in thing that led to his success. He
believes in " I AM WHAT I AM " .

Dr Mallya idolizes the Mahatma who was today a world
icon. "Time has not stood still " he said yet the
values of non violence are cherished world over as the
need for settling all strife and peace and harmony in
the world.

When chided by politicians and others that Dr. Mallya
only drinks he admitted he did drink beer and would
continue to do so but he was honest about this unlike
the politicians who wear sheeps clothes but are worst
then tigers. When questioned by Ms Auda Viegas Margao
Municpal Ward XEV Councillor winner of State Award
for women activities and President of NGO Bailancho
Ekvott what was his stand on the Reservation of Women
issue hanging in Parliament. Dr Mallya chose to
answer the question by asking " How could the same
politicians who seek the votes of women now oppose
reservation for women" ?. As the lone member of
Parliament of his Janata party he had supported the
womens reservation Bill and was bold enough to say so
to his constituents.

Though he admitted that he was wooed by national
parties like the right wing Hindu fundamentalist party
the Bharatiya Janata Party, and the over century old
Indian National Congress he shunned suich offers in
favour of the Janata Party .

He had however aword of praise for former Prime
Minister late Rajiv Gandhi who lowered the voting age
to eighteen years so that the youth could develop a
scientific temper and indulge in nation building.

Ofcourse he strongly believes that there is a strong
need to change the mind sets of our senior
politicians.
Why should they not retire at 58 years when they
decide that the government servants should do so. The
reigns of power should be handled to young minds. The
vision 2020 could only beachieved by them he believes.

He believes that corruption nepotism had no place the
language of caste and politics must change for the
knowledge worker of tommorrow was least interested in
these trivial matters that held back India from being
a vibrant dynamic nation.

The status quoists are responsible for this state of
affairs> Hence the lethargy has set in the youth. Why
should we vote? What use is it? will the system change
when the old foggies continue oin power ? these are
the uppermost questions in the minds of our youth.

Party would make to see it removed he said being an
eyesore he would do all what is best to remove the
same .

Over another issue raised by the same member over the
continued taxation of incomes of sea farers on
Indian ships despite the Tandon Committee report
suggesting to the contrary Dr. Mallya promised to
broach this issue with the Union Minister for Shipping
Mr. Shatrughan Sinha in a day or two.

He said that it does not require wisom to announce tax
holidays for setting up industries, what is necessary
is accountability. The farmers if given quality
continuous power and the officers made accountable for
the transmission and distibution costs there would be
no need to announce waivers they would willingly pay
the price. Similarly if innovative methods were
introduced in farming technologies there would be
greater produce per acreage and there would be no need

to provdide subsidies. Therefore what was needed was
not subsidies but accountability, which was lacking
and the political will not bothering to safequard
whether one would fall in a hole by such decisions.

About his VISION FOR GOA he belived in a ten point
agenda. Dr Mallya believes that Goa is an unique place
he is in love with it and that is why he chose the
launch of his party today in Goa.

The Mother has an emotive hold over its child even

INTEREST ACTION GROUP questioned him what efforts his
Party would make to see it removed he said being an
eyesore he would do all what is best to remove the
same .

Over another issue raised by the same member over the
continued taxation of incomes of sea farers on
Indian ships despite the Tandon Committee report
suggesting to the contrary Dr. Mallya promised to
broach this issue with the Union Minister for Shipping
Mr. Shatrughan Sinha in a day or two.

He said that it does not require wisom to announce tax
holidays for setting up industries, what is necessary
is accountability. The farmers if given quality
continuous power and the officers made accountable for
the transmission and distibution costs there would be
no need to announce waivers they would willingly pay
the price. Similarly if innovative methods were
introduced in farming technologies there would be
greater produce per acreage and there would be no need

to provdide subsidies. Therefore what was needed was
not subsidies but accountability, which was lacking
and the political will not bothering to safequard
whether one would fall in a hole by such decisions.

About his VISION FOR GOA he belived in a ten point
agenda. Dr Mallya believes that Goa is an unique place
he is in love with it and that is why he chose the
launch of his party today in Goa.

The Mother has an emotive hold over its child even
when it is detached from the uimbilical chord and
hence he believed that Mothers Day 11 May was
judiciously chosen for this big event.

He promised to fight the oncoming elections in a big
way and although he is already a MP RS he may contest
the elections to the State Legislative Assembly as
well.

To see to the political logistics and intricacies of
his Janata Party interests in the State he had chosen
Prof. Surendra Sirsat of the ex- political
Maharashtrawadi Gomantak Party . Dr Mallya admitted
that from the persons available to steer his party all
were unanimous in the choice of Prof Sirsat.

When one of the speakers Dr. Hubert Gomes questioned
the choice of Prof Sirsat, considering the fact that
Dr. Mallya himself admitted that he was against 13
Chief Ministers in twelve years and defectors and that
Dr. Sirsat was himself a defector. Dr Mallya admitted
that this would send wrong signals to the rank and
file who he expected to join the Party. Yet he
believed that in the given situation Prof Sirsat being
an acclaimed educationist and has the interests of
youth and above all knowing the nitty gritty caste and
politcal compulsions in the State his choice was
restricted and there would be no going back on it.

He however assured that in his Janata Party corruption
nepotism and favouritism will be dealt with a heavy
hand and who would like to mince no words on this
score.

Dr. Mallya admitted that one of the reason for
excellence of his home state Karnataka Bangalore as
the scientific centre of the country is because most
of the scientific institutions in the country was
located in Bangalore . He however admitted that the
state should have a vision and quoted the case of
Andhra Pradesh Dr Chandrababu Naidu who mangaged to
earn the name of Cyberabad and even succeed to woo
Bill Gates to make his investments in the State.

All the world leaders today are in the their youth he
cited the case of ex President Bill Clinton who became
President of United States of America at the age of
45.

Dr Mallya spoke of
a) job oriented education and training for the youth
of Goa
b) instead of opening several parks and not knowing
what goes on he prefered to have quality centres for
such -purposes
c) youth forums would be built in various villages to
help in developmental activiities and where they could
partake in the socio-economic development of the State
e) the political establichment was more interested in
macromanagement doing little or nothing about micro
management this has alienated a large segement of
people
f) there is a need to up grade the state environmental
and quality standards to international standards
g) the tourism of seventies were referred as of the
hippie culture they came in droves but did not provide
the income to the state, today they come in chartered
flights and they spend only about 500 US$ why do we go
out to woo such tourists when Indians cannot hope to
go outside with this amount. The State Tourism
Directorate dishes out figures of number of tourists
foreign and domestic inflow in the state each year
performing better but they are unable to tell how much
earnings that the state receives. Hence we should
upgrade the tourist standards.
h) on the abuse of drug he quoted the case of
Singapore which announces during inflight that drug
abuse attracts Death Penalty Of course he would not
advocate death penalty but until there is a deterrent
the fear of God would not set in these abusers.


On the language issue Dr Mallya felt that this should
be given a go bye it is only the old politicians who
have an emotive value for the language that force this
liguistic divide for their own ulterior motives.

Dr Mallya quoted his own case where he could speak
eight languages and that made it easy for him to
travel the country. Dr, Mallya quoted an intance
where he told the teachers at a recent gathering of
College teachers at Carmel College in Nuvem Salcete
Goa that it was not sufficient that what was thought
is restricted to the text books but what was
immportant is that beyond this the child should
develop a scientific temper a sense of reasoning this
would result in quality youth and future citizens.

On his arrival Dr. Vijay Mallya was presented a
bouquet on behalf of the SOUTH GOA PUBLIC INTEREST
ACTION GROUP by its member and Representative overseas
Melson F. M Louis. The President of the Grace Youth
Centre delivered the vote of thanks Mr. Hillary
D,Souza and Sam Tavares co-ordinated the function.

When the 47 year old King of all times, liquor baron
and tycoon Dr. Vijay Mallya 47, Hon'ble Member of
Parliament (Rajya Sabha) Janata Party, and Chairman of
the United Breweries Group for 20 years poured out his
"VISION FOR GOA" at an over an hour delayed function
held at the Our Lady of Grace Church Hall, on Mothers
Day, 11 May,2003 at 12.00 p.m.none realised that it
was a precussor to the launching of the Janata Party
at the Goa Marriotts Resort Miramar Panaji- Goa at
2.00 p.m. on same day 11.May 2003 Mothers Day

Dr Mallya dealt on the VISION 2020 as conceptualized
by Dr A. P.J Abdul Kalam President of India with whom
he had a tete a tete a day before but wondered how
this could be achieved by the over 73 % senior
Parliamentarians who indulge in palace politics and
were well beyond the age of 60 years but would not be
there to see the fruits of "Vision by 2020".

Dr. Mallya does not believe that age and experience
proves ones ABILITY and that youth and inexperience is
a DISABILITY. Citing his own role in steering the UB
Group to a major coglommerate when he was just 27
years following the untimely death of his beloved
father, and now competing with several brands world
over, under his stewardship for twenty years as its
Chairman.

Dr Mallya said many were skeptical "what could this
playboy do? were the questions on the lips of everyone
yet he proved his detractors wrong. He had been
witness to the licence raj, the Inspectors Raj, the
raid raj, now the globalisation era. The caste ridden
politics, the SC ST syndrome of reservations the
viscious circle of politicians who continue
unchallenged in politics for several terms.

He admitted that he had his share of ups and downs but
that was the in thing that led to his success. He
believes in " I AM WHAT I AM " .

Dr Mallya idolizes the Mahatma who was today a world
icon. "Time has not stood still " he said yet the
values of non violence are cherished world over as the
need for settling all strife and peace and harmony in
the world.

When chided by politicians and others that Dr. Mallya
only drinks he admitted he did drink beer and would
continue to do so but he was honest about this unlike
the politicians who wear sheeps clothes but are worst
then tigers. When questioned by Ms Auda Viegas Margao
Municpal Ward XEV Councillor winner of State Award
for women activities and President of NGO Bailancho
Ekvott what was his stand on the Reservation of Women
issue hanging in Parliament. Dr Mallya chose to
answer the question by asking " How could the same
politicians who seek the votes of women now oppose
reservation for women" ?. As the lone member of
Parliament of his Janata party he had supported the
womens reservation Bill and was bold enough to say so
to his constituents.

Though he admitted that he was wooed by national
parties like the right wing Hindu fundamentalist party
the Bharatiya Janata Party, and the over century old
Indian National Congress he shunned suich offers in
favour of the Janata Party .

He had however aword of praise for former Prime
Minister late Rajiv Gandhi who lowered the voting age
to eighteen years so that the youth could develop a
scientific temper and indulge in nation building.

Ofcourse he strongly believes that there is a strong
need to change the mind sets of our senior
politicians.
Why should they not retire at 58 years when they
decide that the government servants should do so. The
reigns of power should be handled to young minds. The
vision 2020 could only beachieved by them he believes.

He believes that corruption nepotism had no place the
language of caste and politics must change for the
knowledge worker of tommorrow was least interested in
these trivial matters that held back India from being
a vibrant dynamic nation.

The status quoists are responsible for this state of
affairs> Hence the lethargy has set in the youth. Why
should we vote? What use is it? will the system change
when the old foggies continue oin power ? these are
the uppermost questions in the minds of our youth.
True but he belives that his Janata Party has come to
grips with this ground realities and things will
change.
Dr. Mallya spoke of his roots in GOA. In the early
seventies when he came to Goa his parents discovered
that their " kul devta " was at Mardol. He has his
abode at Candolim in Bardez North Goa and its just
